I then unchecked the users in the (EMC) that were supposed to be hidden from the AB and rechecked the box to hide them again & updated the OAB and they were hidden again.

But, the OAB is correct for 2003 Outlook user & all online users w/ 2k3 & 2k7 Outlook clients but my users that are caching with Vista OS and Outlook 2k7 the OAB is still not updated and I ran Power Shell and tried the GUI & still not working. You don't have to restart the File Distribution Service. The OAB gets updated every 24 hours on the Mailbox Server that contains the OAB Generation Server role.

In order to reflect any new changes made to the Global Address List, you must delete or disable the Auto Complete entry so that the information will be retrieved from the GAL instead of from the local cache.

You will now see the E-Mail Accounts Wizard window.

In the Information to Download section, select Full Details and in the Address Book section, choose \Global Address List.

A status window will open to indicate that the download is in progress and will close automatically when the download is complete.

In order to reflect any new changes made to the Global Address List, you can force Outlook 2003 to download a new copy of the GAL.

Navigate to C:\Documents and Settings\useraccount\Application Data\Microsoft\Outlook d.

Re-Open Microsoft Outlook, and repeat the steps above to re-enable Cached Exchange Mode.

When changes occur within the main Global Address Book (GAL) on the Exchange server, computers running Outlook 2007, 2010, and 2013 may not automatically receive the updates.
